For firefighter union E‑boards

Deploy a digital union rep. On duty 24/7.

Meet Halligan, your firefighter union's contract assistant. It answers member questions using your local's own documents — the contract, MOUs, health plan, civil service rules and standards manual — any hour of the day, with the page it came from.1

  • On duty 24/7
  • Answers only from your documents
  • Questions stay private

§ 01 · The need

Every question ends up on an officer's phone.

A holdover question at 2 a.m. A copay question between runs. An overtime question on your day off. Most answers are already written down, in hundreds of pages of contract, MOUs, health plan and civil service rules that members never open. So they call the president, text the VP, or ask the group chat, and your E‑board answers the same questions every week on its own time.

Give members somewhere to look first. Halligan answers from your documents with the page it came from, at any hour.

§ 02 · The digital rep

Meet Halligan. Answers grounded in your local's documents.

Upload the documents your members ask about. Halligan searches the available language and explains what it says — any member, any hour, on any phone.

Explore the firefighter union contract assistant

Named for the tool that opens any door. Your local can give its rep its own name; members see “Ask Halligan” until you do.

  • Collective bargaining agreement
  • MOUs & side letters
  • Health insurance plan
  • Civil service rules & regs
  • Professional standards manual
  • Department SOPs
  • Pension & benefits
  • Bylaws
  • Meeting minutes
Answers depend on the uploaded documents and the supporting language it finds.

It answers like your best rep: from the book.

Members ask the way they'd ask an officer. The rep finds the language, explains it in plain English and cites the document, article and page. One tap opens the source right there.

  • Any hour, any phone — nothing to install
  • Tap a citation to see the exact language
  • When the documents don't say, neither does it
  • Officers can't read members' questions

Asked 19:30

“How long do I have to grieve a write-up?”

Ten calendar days from the day you knew about it. Your contract says Step 1 goes in writing to your Battalion Chief.

Contract · Art. 8.2 · p. 31

Sample answer from a sample contract.

And when the documents are silent

“Is the city moving us to 12-hour shifts?”

I couldn't find anything about a schedule change in your local's documents. An officer or steward can tell you more.

§ 03 · Safeguards

It shows its work — or says it doesn't know.

A rep who guesses is worse than no rep at all. So the rules are strict.

  1. 3.1

    Cited, or not said.

Every answer points to the document, article and page it came from. Quotes are checked against the document text before a member ever sees them.

  2. 3.2

“It doesn't say” is an answer.

When nothing in your documents backs an answer, the rep declines and says so. It doesn't fill gaps from the internet.

  3. 3.3

    Information, not advice.

Answers describe what your documents say — never what a member should do.

  4. 3.4

    Your local's documents only.

Each local's library is walled off from every other local's. The rep only knows what your officers upload.

  5. 3.5

    Private by design.

Members can ask what they'd never ask an officer. Officers can't read their questions — only generalized themes in completed-month reports, with at least three questions per theme.

§ 04 · What your local gets

Better for members. Better for the board.

  • Every member has a rep on call.

Day shift, night shift, days off. Members can ask questions from their phones and check the cited language in your documents.

  • Fewer calls on your day off.

Routine questions about the contract, benefits and holds go to the app first, and grievants follow their case from a private link. Officers keep their time for the issues that need them.

  • One answer, not five.

Every member reads the same language from the same page — not three officers' memories and a group chat.

  • A read on the membership.

Anonymous question themes show which parts of your documents confuse people. You never see who asked.

The officer console's grievance list: four open cases, each with its status, current step and days left until the next deadline.
For the E‑board: every open grievance and its next deadline in one list. Real screen, invented local.

§ 05 · Built around the rep

Everything else your local runs on.

The rep is the core. These tools are built around it — in the same app, from the same link.

  • A member's grievance page: Step 2, five days until the department's Step 1 answer is due, and the steps completed so far.

What the grievant sees from their private link

    Grievants check their own case.

The officer sends the member a private link to their case. It shows the steps, deadlines and every update the officer posts. No login, no phone tag.

  • The holds board with one hold opened: a B-shift firefighter hold on Thursday with the member's name, phone number, note and Call and Text buttons, above three more holds that need coverage.

    “Anyone need a hold Friday?”

    Holds without the group text.

Members post the holds they need and the ones they can cover. Tap one to call or text that member.

  • Union News with a pinned post that open enrollment closes Friday, and a post that the September minutes are up.

“Did anyone tell us about enrollment?”

    News that reaches every phone.

Pin what matters and push urgent posts straight to members' phones.

Real screens from the app, shown with an invented sample local.

  • Pay calculator

Rank, step, work week and incentives, itemized with the article behind every line. Rates appear only once they're approved.

  • Online voting · coming soon

Ballots and turnout for local votes, optional for each local. Today it runs as a nonbinding demo.

  • AI meeting minutes

Record the meeting, edit the draft, approve and publish. Once approved, the rep can answer from them.

  • Shift calendar

Meetings and events on your A, B and C rotation, so members know whether they're on duty.

  • Grievance tracking

Officers track step deadlines from your grievance article and can send the grievant a private link to follow the case.

  • Document library

Every current document in one place. Replace one and the old version is archived, not lost.

§ 06 · Deploying your rep

Deploy your rep in three steps.

  1. 01

    Send us your documents.

Your contract, MOUs, health plan, civil service rules, standards manual, SOPs — every document your members ask about.

  2. 02

    We set up your rep.

We load your documents, test the rep's answers against them, and review pay tables with your officers before members see anything.

  3. 03

    Share one link.

Members open it on any phone and save it to their home screen. No app store, no member accounts to manage.

Put a rep on every shift.

Tell us your local, how many members you have, and which documents they ask about most. We'll walk your E‑board through deploying a rep for your members.
